An order to prevent drivers parking up overnight at Leeming Bar Industrial Estate is set to remain in place, with full powers to come into force in March.
Members of Hambleton District Council’s cabinet today recommended to full council that the order – which has been trialled for the last seven months – be retained.
They were told that consultation on the Public Space Protection Order (PSPO) had shown that while improvements had occurred, there was still concern from residents and businesses over repeated and prolonged anti-social behaviour which was having a detrimental effect on their quality of life.
This includes littering and inappropriate disposal of waste and the starting of engines and use of refrigeration units through the night.
And despite efforts made by the council to inform drivers using the area of the prohibition on sleeping in their vehicles – and the anti-social behaviour associated with this – there has been continued use of the area, albeit at a reduced rate.
“This order will stop unauthorised camping in any vehicle, including HGVs, at Leeming Bar Industrial Estate,” said cabinet spokesperson, Councillor Bridget Fortune.
“Overnight parking is causing a great deal of anti-social behaviour and distress to local people and we need to take action to stop it.
“While there have been improvements over the trial period, the problem hasn’t gone away and we have not used our full powers to issue fines.
“This will now be the case – HGV drivers do a tremendous job for our residents and businesses and the vast majority of them behave impeccably parking up in local lorry parks where there are washing and toilet facilities.
“The small number of drivers that do not do this need to follow this lead and our actions will help ensure this.”
Councillor Fortune also added that a second order – for Thirsk Industrial Estate – will be considered by councillors this summer.
Cabinet’s decision on the Leeming Bar order will be considered by full council on February 25.
