Councillors will vote on plans for 14 new homes in Bedale this week.
The scheme off Masham Road is recommended for refusal amid concerns there are no affordable homes proposed on the site.
A decision on the application was deferred at an earlier meeting of Hambleton District Council to allow for a site visit and for councillors to consider further information about affordable housing.
Planning officers have previously recommended the scheme be approved, however they are now suggesting 40 per cent of the planned properties should be low-cost.
A report for councillorsd ahead of Thursday’s meeting states: ” The applicant is not proposing the provision of any affordable housing nor any contribution towards affordable housing.
“The applicant’s position is not based on any viability impact of providing affordable housing but on their belief that the affordable housing requirement of allocation policy BH1 cannot be applied to the application.”
The 0.48 hectare site is described in the planning application as being “overgrown”, but was last used for allotments.
The 14 properties would be made up of seven pairs of semi-detached homes, four of which would be two-bedroomed. The remaining ten homes would be three-bedroomed.
Each house would also come with a driveway with parking for two cars.
The plans state that existing hedgerows around the site would be retained and trees and shrubs would be planted along the edge of the site and elsewhere within the development.
